What other explanation can explain his decision to close the Guantanamo Bay detention center?
The center was opened to keep dangerous terrorists out of the United States, away from getting access to the civilian legal system and to keep them isolated, away from the people they wish to kill.
There is no rationale for closing the facility that makes sense. Liberals don't want it closed because they don't think it's effective, they want it closed because they want terrorists to have access to the criminal justice system. They don't want it closed because they think there is a better way of interrogating these terrorists, they want it closed because they don't want us interrogating these terrorists.
And yet Bush is planning on doing so. I'd love to hear him explain why a facility that made sense five years ago suddenly makes no sense now... but he won't... because he can't.
