It's not just that the AP's headline "U.S. Deaths in Iraq exceed 9-11 Count is, as McQ puts it, a non-sequitur, it also shows that the AP either is ignorant of or choosing to mischaracterize the rationale for invading Iraq.

It wasn't to 'punish' Iraq for 9-11, it was intended as but one step to keeping future 9-11s from happening.

Thus, I think the more appropriate and relevant headline would have been something along the lines of:

3,000 US servicemen and women have died in combat so many times that number of Americans would stay safe here at home.
